Children Education Facilitation Allowance for Gramin Dak Sevaks (GDS) 2024

The salient features of CEA are:

(i) CEA/Hostel Subsidy can be claimed only for the two eldest surviving children.
(iii) The amount of hostel subsidy is Rs. 6750/- per month.
(iv) The reimbursement of CEA for Divyang Children of Government servant shall be payable at double the normal rate of CEA i.e. Rs. 4500/- per month.
(v) The CEA and Hostel subsidy is admissible in respect of children studying from three classes before class one to 12th standard in accordance

संतान शिक्षा सुविधा भत्ते की प्रतिपूर्ति का दावा केवल दो सबसे बड़े जीवित बच्चों के लिए किया जा सकता है , यह इस अपवाद के साथ कि दूसरे बच्चे का जन्म जुड़वां / एक से अधिक बच्चों के रूप में हुआ हो । नसबंदी आप्रेशन के विफल हो जाने के मामले में , संतान शिक्षा सुविधा भत्ता सामान्यत : दो बच्चों के निर्धारित मानक के अलावा ऐसी विफलता के पहले मामले से पैदा हुए बच्चों के संबंध में स्वीकार्य होगा ।

Children Education Facilitation Allowance will be Rs.6000/- per annum (fixed) per child.

The amount of reimbursement of Children Education Facilitation Allowance will be Rs.6000/- per annum (fixed) per child. This amount of Rs.6000/- is fixed irrespective of the actual expenses incurred by the GDS. In order to claim reimbursement of Children Education Facilitation Allowance, the GDS should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred. The Certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self- attested copy of the report card or self attested fee receipt(s) {including e- receipt(s)} confirming/ indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim Children Education Facilitation Allowance. The period/year means academic year i.e. twelve months of complete academic session.

संतान शिक्षा सुविधा भत्ते की प्रतिपूर्ति राशि प्रत्येक बच्चे के लिए 6000 रुपए वार्षिक ( नियत ) होगी । 6000 / - रु . की यह राशि जीडीएस द्वारा वास्तव में किए गए खर्च के अलावा नियत की गई है । संतान शिक्षा सुविधा भत्ता की प्रतिपूर्ति का दावा करने के लिए , जीडीएस को दावा की गई अवधि / वर्ष के लिए संस्था के प्रमुख द्वारा जारी प्रमाणपत्र प्रस्तुत करना होगा । प्रमाणपत्र में इस बात की पुष्टि की जाए कि बच्चे ने पिछले शैक्षिक वर्ष के दौरान स्कूल में पढ़ाई की है । यदि ऐसा प्रमाणपत्र प्राप्त नहीं किया जा सकता , तो रिपोर्ट कार्ड की स्वप्रमाणित प्रति या स्वप्रमाणित रसीदाई - रसीद सहित ) इस बात की पुष्टि करते हुए / दर्शाते हुए प्रस्तुत की जाए कि दावा किए गए संतान शिक्षा सुविधा भत्ते के लिए पूरे शैक्षिक वर्ष के लिए जमा की गई फीस के सहायक दस्तावेज प्रस्तुत किए जा सकते हैं । अवधि / वर्ष से तात्पर्य शैक्षिक वर्ष अर्थात पूरे शैक्षिक सत्र के बारह महीनों से है ।

Children Education Facilitation Allowance can be claimed in a single form only for the two eldest surviving children with the exception that, in case the second child birth results in twin/multiple birth (Proforma enclosed).

संतान शिक्षा सुविधा भत्ता , दूसरे बच्चे के जन्म के समय जुड़वां / एक से अधिक बच्चों के जन्म को छोड़कर , एक फार्म में केवल दो सबसे बड़े जीवित बच्चों के लिए ही दावा किया जा सकता है ।

If both the spouses are GDS/Government servant

In case both the spouses are GDS/Government servant, only one of them can avail reimbursement under Children Education Facilitation Allowance (in case of Government servant).

पति / पली दोनों के जीडीएस / सरकारी कर्मचारी होने के मामले में , उनमें से कोई एक संतान शिक्षा सुविधा भत्ता या सीईए के तहत प्रतिपूर्ति भत्ता ले सकते हैं । ( सरकारी कर्मचारी के मामले में )

Reimbursement will be done just once after completion of the financial year.

The reimbursement of Children Education Facilitation Allowance will be done just once in a financial year after completion of the financial year.

वित्तीय वर्ष के पूरा होने के बाद एक वित्तीय वर्ष में केवल एक बार संतान शिक्षा सुविधा भत्ते की प्रतिपूर्ति की जाएगी ।

Education Facilitation Allowance shall have no nexus with the performance of the child

The reimbursement of Children Education Facilitation Allowance shall have no nexus with the performance of the child in his/her class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Facilitation Allowance shall not be stopped. However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or mid- session, Children Education Facilitation Allowance shall not be reimbursable.

संतान शिक्षा सुविधा भत्ता की प्रतिपूर्ति का बच्चे की कक्षा में उनके प्रदर्शन के साथ कोई संबंध नहीं है । दूसरे शब्दों में , यदि बच्चा किसी कक्षा में अनुत्तीर्ण भी हो जाता है , तो भी संतान शिक्षा सुविधा भत्ते की प्रतिपूर्ति को नहीं रोका जाएगा । हालांकि , यदि बच्चे को दूसरे स्कूल में उसी कक्षा में दाखिल कर दिया जाता है , यद्यपि बच्चा पिछले स्कूल में उसी कक्षा या बीच के सत्र में पास हुआ है , तो संतान शिक्षा सुविधा भत्ते की प्रतिपूर्ति नहीं की जाएगी ।

GDS dies while in service

If a GDS dies while in service, the Children Education Facilitation Allowance shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not engaged as GDS or not employed in service of the Central Govt., State Government, Autonomous body, PSU, Semi Government Organization such as Municipality, Port Trust Authority or any other organization partly or fully funded by the Central Govt./State Governments. In such cases the Children Education Facilitation Allowance shall be payable to the children till such time the GDS would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the GDS was working prior to his death and will be regulated by the other conditions, laid down in this OM.

यदि किसी जीडीएस की सेवा काल के दौरान मृत्यु हो जाती है , संतान शिक्षा सुविधा भत्ता प्रदान करने संबंधी अन्य शर्तों के पूरा होने पर उनके बच्चे के मामले में संतान शिक्षा सुविधा भत्ता प्रदान किया जा सकेगा बशर्ते कि मृतक की पत्नी / पति जीडीएस के तौर पर काम नहीं कर रहा है या केंद्र सरकार , राज्य सरकार , स्वायत्त निकाय , पीएसयू , अर्धसरकारी संगठन जैसे , नगरपालिका , पोर्ट ट्रस्ट प्राधिकरण या केंद्र सरकार / राज्य सरकार द्वारा आंशिक या पूरी तरह से आर्थिक सहायता प्राप्त किसी अन्य संगठन की सेवा में कार्यरत नहीं है । ऐसे मामलों में संतान शिक्षा सुविधा भत्ता बच्चे को उस समय तक देय होगा जिस समय तक जीडीएस ने उसे वास्तव में प्राप्त किया होता , बशर्ते कि अन्य निबंधक और शर्ते पूरी की जा रही हैं । भत्ते का भुगतान उस कार्यालय द्वारा किया जाएगा जिसमें जीडीएस उसकी मृत्यु से पहले कार्य कर रहा था और इस ओएम में निर्धारित अन्य शर्तों द्वारा विनियमित किया जाएगा ।

CEA for discharge, dismissal or removal period

In case of discharge, dismissal or removal from engagement, Children Education Facilitation Allowance shall be admissible till the end of the academic year in which the GDS ceases to be in engagement due to discharge, dismissal or removal from engagement in the course of an academic year. The payment shall be made by the office in which the GDS worked prior to these events and will be regulated by the other conditions laid down in this OM.

नियोजन से सेवामुक्ति , बर्खास्तगी या निष्कासन के मामले में , संतान शिक्षा सुविधा भत्ता उस शैक्षिक वर्ष के आखिर तक अनुमत्य होगा , जिस शैक्षिक वर्ष के दौरान जीडीएस सेवामुक्ति , बर्खास्तगी या निष्कासन के कारण नियोजन से हटा दिया जाता है । भुगतान उस कार्यालय द्वारा किया जाएगा जिस कार्यालय में इस घटनाक्रम से पहले तक जीडीएस ने कार्य किया है और इसे कार्यालय ज्ञापन में निर्धारित अन्य शर्तों द्वारा विनियमित किया जाएगा ।

Upper age limit for Divyaang

The case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age. The upper age limit for Divyaang children has been set at 22 years.

दिव्यांग बच्चों के लिए ऊपरी आयु सीमा 22 वर्ष निर्धारित की गई है । अन्य बच्चों के मामले में आयु सीमा 20 वर्ष या 12 वीं कक्षा उत्तीर्ण होने तक होगी , जो भी पहले हो । आयु की कोई न्यूनतम सीमा नहीं होगी ।

Nursery to twelfth, including classes

Applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by the junior Colleges or school affiliated to Reimbursement of Children Education Facilitation Allowance shall be Universities or Boards of Education.

संतान शिक्षा सुविधा भत्ता की प्रतिपूर्ति शिक्षा बोर्ड विश्वविद्यालयों से संबद्ध स्कूलों या जूनियर कालेजों द्वारा आयोजित 11 वीं और 12 वीं कक्षाओं सहित नर्सरी से बारहवीं कक्षा तक के बच्चों के लिए लागू होगी ।

CEA Correspondence or Distance Learning

Children Education Facilitation Allowance is allowed in case of children studying through "Correspondence or Distance Learning" subject to other conditions laid down in this OM.

संतान शिक्षा सुविधा भत्ता इस कार्यालय ज्ञापन में दी गई अन्य शर्तों के अध्यधीन " पत्राचार या दूरस्थ अधिगम " के माध्यम से पढ़ाई कर रहे बच्चों के मामले में भी दिया जाएगा ।

Two classes before class one to 12th standard

Respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from The Children Education Facilitation Allowance is admissible in Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the GDS has not been granted Children Education Facilitation Allowance in respect of the child for studies in 11th and 12th standards.

संतान शिक्षा सुविधा भत्ता कक्षा एक से 12 वीं कक्षा से पहले दो कक्षाओं में पढ़ रहे बच्चों के संबंध में और साथ ही पॉलिटेक्निक / आईटीआई / इंजीनियरिंग कालेज से डिप्लोमा / सर्टिफिकेट पाठ्यक्रम के पहले दो वर्षों तक दिया जाएगा , यदि बच्चा 10 वीं कक्षा उत्तीर्ण करने के बाद यह पाठ्यक्रम जारी रखता है और जीडीएस को 11 वीं और 12 वीं की पढ़ाई के लिए इस बच्चे को संतान शिक्षा सुविधा भत्ता नहीं दिया गया है ।

Nursery, primary and middle level

In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution/school is situated.

नर्सरी , प्राइमरी और मिडिल स्तर पर स्कूल / संस्थानों के किसी शिक्षा बोर्ड से संबद्ध न होने के मामले में , स्कीम के अंतर्गत प्रतिपूर्ति की अनुमति मान्यता प्राप्त स्कूल / संस्थान में पढ़ने वाले बच्चों के लिए ही दी जा सकती है । इस संबंध में मान्यता प्राप्त स्कूल / संस्था से तात्पर्य उस सरकारी स्कूल या किसी शिक्षा संस्थान से है जो केंद्र या राज्य सरकार या संघ राज्य क्षेत्र के प्रशासन या विश्वविद्यालय या मान्यताप्राप्त शैक्षिक प्राधिकरण द्वारा मान्यता प्राप्त हो जिसका उस क्षेत्र पर अधिकार है जहां वह संस्थान / स्कूल स्थित है , चाहे उसे सरकारी सहायता मिलती है अथवा नहीं ।

CEA for Divyaang child

In case of a Divyaang child studying in an institution i.e. aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Facilitation Allowance paid by the GDS shall be reimbursed irrespective of whether the institution is 'recognized' or not. In such cases the benefits will be admissible till the child attains the age of 22 years.

किसी ऐसे संस्थान में पढ़ रहे दिव्यांग बच्चे के मामले में जो केंद्र / राज्य सरकार या केंद्र शासित प्रशासन द्वारा आर्थिक सहायता प्राप्त या द्वारा अनुमोदित है या जिनकी फीस इनमें से किसी प्राधिकरण द्वारा अनुमोदित है , जीडीएस द्वारा अदा किए गए संतान शिक्षा सुविधा भत्ता की प्रतिपूर्ति की जाएगी , चाहे वह संस्थान मान्यता प्राप्त है या नहीं । ऐसे मामलों में बच्चे को 22 वर्ष की आयु प्राप्त करने तक इसका लाभ दिया जाएगा ।

Admissible while under put off duty

The Children Education Facilitation Allowance shall be admissible to a GDS while he/she is on duty or is under put off duty or is on leave. Provided that during any period which is treated as 'non counted for duty', the GDS shall not be eligible for the Children Education Facilitation Allowance for that period.

जीडीएस को उस स्थिति में भी संतान शिक्षा सुविधा भत्ता दिया जाएगा जबकि वह ड्यूटी पर है या पुट ऑफ ड्यूटी पर है या छुट्टी पर है । लेकिन उस अवधि के लिए जिस अवधि को ड्यूटी के लिए नहीं गिना गया है , जीडीएस संतान शिक्षा सुविधा भत्ते का पात्र नहीं होगा ।
